The birth of a national unity government in Lebanon this week marks the birth of the "Third Republic" in the view of some Lebanese analysts including Emile Khoury of the influential Beirut daily AN NAHAR. Khoury said in his analysis on Nov. 7 that when Lebanon attained its independence in 1943 the "First Republic" was born and the Christian Maronite community was dominant at that time. The "Second Republic" emerged from the 1989 Taif Accord, which gave the Muslim Sunni community the upper hand by taking some powers from the Christian Maronite president and giving them to the council of ministers headed by a Muslim Sunni prime minister. "Now, there are attempts to establish the Third Republic," whereby the Muslim Shiites, being the largest and most powerful community in the country, would have the upper hand," Khoury said. It is common knowledge in Lebanon and elsewhere that without Syrian approval Lebanon would not have been able to form its government. Syria and Saudi Arabia are the main power brokers in Lebanon. They support rival political forces which have always been at odds. Syrian-Saudi reconciliation in October has reduced tensions in Lebanon and paved the way for a new government to be formed.
